Law 13/89 Grant

It is the main national non-repayable funding tool, managed at a regional level, aimed at interventions in private buildings to remove architectural barriers and improve home accessibility, for planned works (not already in progress).
Its operation and actual availability of funds depend on specific regional and national regulations. Applications must be submitted to the Municipality of residence by March 1st each year.
Beneficiaries of Law 13/89 grants are mainly people with permanent disabilities (e.g. mobility limitations, blindness, or total disability with walking difficulties), those who care for them (parents, guardians, or family members), and residential buildings where these individuals live.
Main requirements
The interventions must concern existing private buildings (apartments or common areas), with the disabled person having official residence in the property subject to intervention. Priority is given to individuals with certified total disability and mobility impairment.
Eligible bathroom interventions:
- Complete bathroom renovation: reorganization and adaptation of spaces to allow easy movement for people with motor disabilities using walkers or wheelchairs.
- Replacement of sanitary fixtures: replacing existing fixtures with models specifically designed for people with disabilities or reduced mobility.
- Shower replacement and installation of accessible bathtubs: installation of walk-in showers or low-threshold shower trays, equipped with seats and certified grab bars. Installation of bathtubs with side openings and non-slip surfaces.
- Installation of bathroom safety aids: installation of horizontal and vertical grab bars near the toilet, sink, and inside the shower, certified to improve safety and prevent falls.
